On a day of [opportunity of doing] good, be among [the doers of] good; and on a day of evil [i.e., when punishment is visited upon the wicked], see [i.e., be among the lookers-on, and not upon the looked upon.] Also this [(the good and its reward)] against this [(the evil and its punishment)] has G-d made, so that a man find nothing [to "bethink himself" of] in regard to His conduct.

In fortunate times, do good; and in times of misfortune, consider. God made one as well as the other so that a person cannot in any way discover what is to follow for him.

Rashi
English
On a day of goodness [prosperity], be in good spirits. On a day in which you have the ability to do good, be among those who do good.
And on a day of adversity reflect. When evil comes upon the wicked, be among the observers, as it is stated, “And they will go out and see the corpses of the people, etc.,” and you will not be among those who are seen, “and they will be a sight for all mankind.”
The one was set up against the other. The good and the reward for its performance, in contrast to the evil and the ensuing punishment for doing it.
That man should not find anything after him. To be critical of the Holy One, Blessed Is He.
