The prophet commanded Baruch, since he was confined and unable to leave or enter the House of the Lord, to go and read the scroll there, for the words were from the Lord, and even though they were laments, they were still part of Jeremiah’s prophecies. He was to read them in the House of the Lord in the hearing of the people on a fast day, as many people from Jerusalem and the cities of Judah would gather there.
The text explains (v. 8) that Baruch did as Jeremiah commanded him, and (v. 9) describes how and when this was done, saying, "It was in the fifth year of Jehoiakim," etc. (v. 10) Baruch read from the book in the House of the Lord, in the hearing of the people. Notice that it says "the words of Jeremiah," which points to the truth of the words of our sages that this was a scroll of laments, and they were Jeremiah's words. Had they been prophecies directly from the Lord, the text would have referred to them as "the words of the Lord" rather than "the words of Jeremiah." But since they were spoken under divine inspiration, they were indeed Jeremiah's words.
Baruch did not go to read the scroll to the officials, but rather to the people. He chose to read it in the chamber of Gemariah the scribe, so that, being wise and a scribe, he could see the words. However, Gemariah was not in the chamber at the time; instead, his son Micaiah was there. Micaiah heard the words from the book, meaning he did not hear them directly from Baruch, but studied the writing and heard them from the scroll itself, and he referred to them as "the words of the Lord" because all prophetic words, even when spoken under divine inspiration, were attributed to God, as they were received from Him.
