Aliya 4

And the L-rd said to Moses: [Not as you think, but] take for yourself Joshua the son of Nun [(because "he never departed from the tent" (Exodus 33:11) — "The keeper of the fig tree shall eat its fruit" (Proverbs 27:18)], a man who has spirit in him [(as per your request (16)], and place your hand upon him [Give him an interpreter to expound (Torah) in your lifetime, so that people not say about him (after your death): "He would never dare do this in Moses' lifetime!"]

Rashi

Take to yourself. Take him with words of persuasion — you are fortunate to merit leading the children of the Omnipresent.
Yourself. Someone scrutinized by you, one whom you recognize.
In whom there is spirit. As you requested, capable of accommodating everyone’s spirit.
And lay your hand on him. Provide a public announcer for him in order that he might preach during your lifetime, so that it should not be said of him that he was unable to lift his head in Moshe’s day.

איש אשר רוח בו; someone who is ready and worthy to be presented to the King of Kings. We have a similar expression in Exodus 31,6 ובלב כל חכם לב נתתי חכמה, where the Torah speaks about people equipped, endowed with the necessary amount of Holy Spirit to enable them to perform the tasks allocated to them.
