If it please the king, let there go forth a royal commandment from him, and let it be written among the laws of the Persians and the Medes, that it be not altered, that Vashti come no more before king Ahasuerus, and that the king give her royal estate unto another that is better than she.

"If it is good upon the King, a royal word shall emerge from before him, and be written in rule[s] of Persia and Media and not be transgressed;—[that] which Washti did not come before the King Ahasuerus, and her royalty shall the King give to her fellow [woman], the [one] better than her.

If it finds favor with the king, let a royal decree [(of revenge, ordering the execution of Vashti)] go forth before him, and let it [(the decree)] be entered in the ordinances of Paras and Madai [(to apply to all women who thus demean their husbands)] — for Vashti did not come before King Achashverosh [(wherefore she was executed)]. And let the king give her queenship to her neighbor, who is better than she.

If his majesty deems it proper, let him issue a royal edict, to be recorded in the bylaws of Persia and Media—never to be revoked—that Vashti must never again appear before King Achashverosh; and let his majesty bestow her regency on a companion of hers who is superior to her.

Rashi
English
A royal edict. A royal decree of revenge, i.e., that he commanded to execute her.
To be recorded in the bylaws of Persia and Media. In the books of the statutes and the customs of the kingdom.
Never to be revoked. This statute from among them; this should be a statute and a law for anyone who shows contempt for her husband.
That Vashti must never again appear. And therefore she was executed.
