Aliya 7

5 וַיֵּ֣רֶד יְהֹוָ֔ה לִרְאֹ֥ת אֶת־הָעִ֖יר וְאֶת־הַמִּגְדָּ֑ל אֲשֶׁ֥ר בָּנ֖וּ בְּנֵ֥י הָאָדָֽם׃ Le Seigneur descendit sur la terre, pour voir la ville et la tour que bâtissaient les fils de l’homme;
Or çà, paraissons!
9 עַל־כֵּ֞ן קָרָ֤א שְׁמָהּ֙ בָּבֶ֔ל כִּי־שָׁ֛ם בָּלַ֥ל יְהֹוָ֖ה שְׂפַ֣ת כׇּל־הָאָ֑רֶץ וּמִשָּׁם֙ הֱפִיצָ֣ם יְהֹוָ֔ה עַל־פְּנֵ֖י כׇּל־הָאָֽרֶץ׃ {פ}

Péleg, âgé de trente ans, engendra Reou.
Reou, ayant vécu trente-deux ans, engendra Seroug.

Seroug, ayant vécu trente ans, engendra Nacor.

And the Word of the Lord was revealed against the city, and with Him seventy angels, having reference to seventy nations, each having its own language, and thence the writing of its own hand: and He dispersed them from thence upon the face of all the earth into seventy languages. And one knew not what his neighbour would say: but one slew the other; and they ceased from building the city.

Radak (David Kimhi)

English

G’d did not scatter the people by physically depositing them in different parts of the earth. By mixing up their languages, the people themselves started moving away from one another, in accordance with their ability to understand one another, Seeing that they were unable to communicate with one another coherently, their building project had to be aborted at any rate. The dispersal process was gradual, as methods of transportation were severely limited. People moved predominantly north from Mesopotamia, rather than to the desert regions in the southern Arabian peninsula.

לבנות העיר, if they stopped building the city, they most certainly also stopped building the Tower. The city, of smaller dimensions than originally planned, remained, seeing that one group of people speaking the same language remained there.
