Aliya 4

They shall take care to preserve his guardianship. Any position to which a person is appointed which requires his active management is called a “watch” throughout Scripture, and in the Mishnaic idiom, as stated concerning Bigsan and Seresh, “But surely my watch is not similar to yours”? Similarly, the “watches” of the kohanim and Levites.

משמרת כל העדה לפני אהל מועד לעבוד את עבודת המשכן, to assist in the tasks needed to perform the service in the Temple properly. Had it not been for the sin of the golden calf, it would have been the duty/privilege of the members of the Supreme Court, Sanhedrin, to carry out the tasks now allocated to the Levites.
