Aliya 4

And they shall guard all the vessels of the tent of meeting and (they shall keep) the charge of the children of Israel to perform the service of the mishkan. [The service of the mishkan devolved upon all of Israel, and the Levites became their emissaries for it (in payment for which they give the tithe to the Levites)].

Rashi
English
And the watch of Bnei Yisroel. They were all actually obligated to provide the needs of the Sanctuary; the Levites merely served in their place, as surrogates. This is why they (the Levites) accepted the tithes from them, in payment, as it is said, “. . . for it (the tithe) is your payment, in return for your service . . .”

משמרת בני ישראל לעבוד את עבודת המשכן, the auxiliary aspects of the service in the Tabernacle, to carry, to sing, etc; these tasks, if not for the sin of the golden calf, would have been assigned to ordinary members of the people at large instead of being reserved exclusively for the Levites.
