Speak to the children of Israel and say to them: A man or a woman, if he utter a vow, the vow of a Nazirite [lit., "one who separates himself"] to separate himself [from wine] unto the L-rd [i.e., for the sake of Heaven], [(The rationale of the juxtaposition of verses — "All who witness a sotah (a woman suspected of infidelity) in her undoing should separate themselves from wine," wine inciting to licentiousness)],

Rashi
English
If . . . sets apart. Sets [himself] apart. Why is the chapter of the nazirite placed next to the chapter of the sotah? To tell you that whoever observes a sotah in her decadence should take the nazirite vow against wine, which leads to promiscuity.
A nazirite vow. נְזִירָה always indicates abstinence. Here, too, he abstains from wine.
To set [himself] apart for Adonoy. To separate himself from wine for the sake of heaven.

כי יפליא, he will separate himself from all the vanities and physical pleasures in life.
לנדור נדר נזיר, to become a Nazirite and the life of self denial which comes with this.
'להזיר לה, to separate himself from all the pleasures in order to devote himself exclusively to the service of the Lord, to study His Torah and practice walking in His ways.
