25

And it shall be, when the L-rd your G-d gives you repose from all your enemies roundabout in the land that the L-rd your G-d gives to you as an inheritance to inherit it, that you shall wipe out the remembrance of Amalek from under the heavens, [(so that not even a beast remain of them of which it might be said: "This belonged to Amalek.")] You shall not forget.

Therefore, when the Lord hath given you rest from all your enemies round about in the land that the Lord Your God giveth you to inherit for a possession, you shall blot out the memory of Amalek from under the heavens; but of the days of the King Meshiha you shall not be unmindful.

Ibn Ezra
English
The phrase when God your God grants you rest indicates that this commandment applies only after they take possession of the land, and the wars have subsided on all fronts. As long as they are engaged in war against their neighbors, they are not obliged to fight Amaleq.
blot out the memory of Amaleq This is the same as [I Samuel 15: 3] “kill man and woman, infant and suckling, ox and sheep” (in order that no one might say “This ox was part of the booty from Amaleq”). The wording of the Torah is general, and the words of the prophet Samuel provided the specifics.
The phrase you must not forget adds emphasis to the word “Remember” [: 17], as in many other commandments of the Torah.

תמחה את זכר עמלק, by killing even their livestock, as King Sha-ul was commanded in Samuel I 15,3. This was intended to avenge the unprovoked attack by Amalek against G’d when, by attacking His people, they demeaned His image, besmirched His honour.
