If among the men or women there will be a medium or an oracle they shall surely be put to death. You shall stone them to death, their blood is on them.

And a man or a woman if there be in them an ov or yidoni, they shall be put to death. With stones shall they stone them; their blood is in them. [Where there are witnesses and warning — stoning; wittingness, without warning — kareth; unwittingness — a sin-offering. The same applies to all transgressions punishable by death where "kareth" is stated.]

Ibn Ezra
English
Previously, when charmers were mentioned, Scripture used the phrase “to be defiled by them” [19:31]. Now that Scripture tells us that we must be holy, we are told to execute anyone who defiles his soul through charming or through wizardry (up until now, the punishment for performing these practices in public was not specified). The case of a woman is singled out, because women are more involved in these professions than men are (compare, “You shall not spare a witch” [Exodus 22:17]).

ואיש או אשה כי יהיה בהם אוב או ידעוני, seeing that the thrust of all the preceding legislation had been to sanctify the Jewish people through their observance of these laws, anyone deviating from these commandments, turning instead to these oracles, is doing precisely the opposite of what the Torah wanted him to do. No wonder that his penalty is judicial execution by the harshest death penalty, i.e. being stoned to death.
