Radak (David Kimhi)
English
The eyes of all wait upon Thee (עיני כל אליך ישברו): "The eyes of all look expectantly to You." This means that all living beings, whom You have created, depend on You for their sustenance, for there are those that eat herbs, and those that eat seeds, and those that eat living creatures, like death. And all of them look to You, and hope in You, for You give them their food, and this is done through the chain of causation. And it says, in due season (בעתו): This is the language of singular, that every kind and type has its known time, when their food is prepared for them, and it says, "To You they shall break," and even though they do not have knowledge, they will eat according to their nature, the law given to them, and we know that to You is the hope, for You give and prepare
