Aliya 6
Qu’il ne t’en coûte pas trop de le renvoyer libre de chez toi, car il a gagné deux fois le salaire d’un mercenaire en te servant six années: et l’Éternel, ton Dieu, te bénira dans toutes tes entreprises.
Aliya 7
Seulement, tu n’en mangeras point le sang, tu le répandras à terre comme de l’eau.

But open shall you open your hand to him [even many times], and lend shall you lend him [(If he refuses a gift, give it to him as a loan)] what suffices for his needs [(but you are not required to enrich him)] that are lacking [(even a horse to ride upon and a servant to run before him)] unto him [(even) a wife].

Ibn Ezra
English
You must open employs a verbal noun. In fact, every verb that is not preceded by the verbal noun is in reality an elliptical construct. But the homiletical explanation [Bava Meṣi‘a 31b] [that it applies to the poor of other cities as well as to of one’s own — Translator] is also attractive.
open your hand to him applies to someone who has nothing, as opposed to
you must secure a loan to him — you must give him of yours, in exchange for his collateral (the verb “secure a loan” means “take in exchange for a security”).
