1 כִּֽי־תֵצֵ֨א לַמִּלְחָמָ֜ה עַל־אֹיְבֶ֗ךָ וְֽרָאִ֜יתָ ס֤וּס וָרֶ֙כֶב֙ עַ֚ם רַ֣ב מִמְּךָ֔ לֹ֥א תִירָ֖א מֵהֶ֑ם כִּֽי־יְהֹוָ֤ה אֱלֹהֶ֙יךָ֙ עִמָּ֔ךְ הַמַּֽעַלְךָ֖ מֵאֶ֥רֶץ מִצְרָֽיִם׃ "Quand tu t’avanceras contre tes ennemis pour leur livrer bataille, et que tu verras cavalerie et chariots de guerre, une armée supérieure à la tienne, n’en sois pas effrayé; car tu as avec toi l’Éternel, ton Dieu, qui t’a fait sortir du pays d’Égypte.
5 וְדִבְּר֣וּ הַשֹּֽׁטְרִים֮ אֶל־הָעָ֣ם לֵאמֹר֒ מִֽי־הָאִ֞ישׁ אֲשֶׁ֨ר בָּנָ֤ה בַֽיִת־חָדָשׁ֙ וְלֹ֣א חֲנָכ֔וֹ יֵלֵ֖ךְ וְיָשֹׁ֣ב לְבֵית֑וֹ פֶּן־יָמוּת֙ בַּמִּלְחָמָ֔ה וְאִ֥ישׁ אַחֵ֖ר יַחְנְכֶֽנּוּ׃ Ensuite les préposés parleront au peuple en ces termes: "Si quelqu’un a bâti une maison neuve et n’en a pas encore pris possession, qu’il parte et s’en retourne à sa maison; car il pourrait mourir dans la bataille, et un autre en prendrait possession.

9 וְהָיָ֛ה כְּכַלֹּ֥ת הַשֹּׁטְרִ֖ים לְדַבֵּ֣ר אֶל־הָעָ֑ם וּפָ֥קְד֛וּ שָׂרֵ֥י צְבָא֖וֹת בְּרֹ֥אשׁ הָעָֽם׃ {ס}         Alors, les préposés ayant fini de parler au peuple, on placera des officiers de légions à la tête de l’armée.

15 כֵּ֤ן תַּעֲשֶׂה֙ לְכׇל־הֶ֣עָרִ֔ים הָרְחֹקֹ֥ת מִמְּךָ֖ מְאֹ֑ד אֲשֶׁ֛ר לֹא־מֵעָרֵ֥י הַגּֽוֹיִם־הָאֵ֖לֶּה הֵֽנָּה׃ Ainsi procéderas-tu pour toutes les villes situées très loin de chez toi, qui ne font point partie des villes de ces nations;
17 כִּֽי־הַחֲרֵ֣ם תַּחֲרִימֵ֗ם הַחִתִּ֤י וְהָאֱמֹרִי֙ הַכְּנַעֲנִ֣י וְהַפְּרִזִּ֔י הַחִוִּ֖י וְהַיְבוּסִ֑י כַּאֲשֶׁ֥ר צִוְּךָ֖ יְהֹוָ֥ה אֱלֹהֶֽיךָ׃ Car tu dois les vouer à l’extermination, le Héthéen et l’Amorréen, le Cananéen et le Phérézéen, le Hévéen et le Jébuséen, comme te l’a commandé l’Éternel, ton Dieu,
20 רַ֞ק עֵ֣ץ אֲשֶׁר־תֵּדַ֗ע כִּֽי־לֹא־עֵ֤ץ מַאֲכָל֙ ה֔וּא אֹת֥וֹ תַשְׁחִ֖ית וְכָרָ֑תָּ וּבָנִ֣יתָ מָצ֗וֹר עַל־הָעִיר֙ אֲשֶׁר־הִ֨וא עֹשָׂ֧ה עִמְּךָ֛ מִלְחָמָ֖ה עַ֥ד רִדְתָּֽהּ׃ {פ}

Targum Jonathan

English

And the officers shall speak with the people, saying: Who is the man who hath builded a new house, and hath not set fast its door-posts to complete it? let him go and return to his house, lest through sin he be slain in the battle, and another man complete it.

inaugurated it as in “the dedication of the altar” [Numbers 7: 10], and also “initiate the child” [Proverbs 22: 6] (from which our Sages, of blessed memory, derived the principle that one must educate one’s children [Qiddushin 30a]). The reason for these commandments is that his attention, and all of his desires, are directed to dedicating his house. Thus, his thoughts are on his house, and not on the battle; consequently, he will flee, and he will induce others to flee.

Sforno

English

פן ימות במלחמה ואיש אחר יחנכנו, perhaps the man in question had been guilty of a sin on account of which he would be punished by death or one of the punishments mentioned in the Tochahach, the lengthy warnings of Moses in chapter 28. His death would undermine the morale of his brothers in arms.
