אנכי הא-ל אלוקי אביך, I am the One Who told your father “do not go down to Egypt.” I am also the One Who says to you אל תירא מרדה מצרימה עתה, “do not be afraid to go down to Egypt at this time.” The difference is that the time has come. כי לגוי גדול אשימך שם, if you were to remain in the land of Canaan at this time, your family would intermarry in short order with the members of the local population, so that they would become assimilated to them and the future of a Jewish nation would be jeopardised. This is something that will not happen in Egypt. [we know for a fact that the Israelites were hated in Egypt after all the brothers had died, i.e. 93 years after they had first settled there, precisely because they had not assimilated and were a separate nation. (Exodus 1,7-12) Ed.] Moses recalls this in his parting speech to the nation in Deut. 26,5

אלוקי אביך, the very G’d Who prevented your father from descending to Egypt is now telling you not to be afraid to undertake this journey together with your family, as כי לגוי גדול, the redeeming feature of this journey will be that I will cause you to develop into a great nation there. The promise was fulfilled in Exodus 1,7 where we read that the Israelites multiplied and became a very powerful people in Egypt.
אשימך, i.e. “I will make your children.” What G’d is reported as saying to Yaakov here in verse 4, i.e. אעלך, “I will lead you up” (back to the land of Canaan) is also to be understood as referring to Yaakov’s descendants, the purpose being to inherit the land of Canaan, not to G’d accompanying Yaakov’s his bodily remains.
