Aliya 7

Whoever pronounces clearly the Name of Adonoy [and blasphemes] he will surely be put to death. The entire congregation shall surely stone him. The proselyte and native born alike when he clearly articulates the Name, shall be put to death.

And one who indites the Name of the L-rd [the Tetragrammaton (but not an epithet)] shall be put to death. All the congregation shall stone him. Proselyte, like born-Jew — if he indites the Name he shall die.

Targum Jonathan
English
Whosoever expresseth and revileth the Name of the Lord shall verily be put to death; all the congregation shall cast stones upon him, whether he be a sojourner or native-born, when he hath blasphemed the Name that is Alone, he shall die.

Ibn Ezra

the entire assembly meaning, the leaders of Israel. Some people apply the phrase who curses his Lord to the case when someone blasphemes secretly. The truth of the matter is that “lord” is a common noun. Both angels [Judges 13:22] [comment on Genesis 3:5] and judges [Exodus 22:27] are called “lords”. How can one know which meaning the blasphemer intended? However, if he utters the Glorious Name, which is not a descriptive name, and cannot be mistaken for a common noun, then it can only denote Him and no one else [cf. comment on Exodus 3:15]. Thus the meaning of this verse is: When someone blasphemes, if he pronounces the Name, then he is put to death for blaspheming the Name . This is what happened in the case of the Egyptian’s son. Notice that, out of respect for God, the passage on blasphemy does not mention the Name. both the alien and the native shall be put to death This leads us to the upcoming passage, which discusses assault (since the two men who fought, above, almost certainly struck one another). Although these laws were given before [Exodus 21:12 ff], they are repeated here to add the phrase “for both the alien and the native” [:22]. We begin with the case of one who kills any other person deliberately (except in wartime), whether the victim be an alien or a native.

ונוקב שם ה' מות יומת, the penalty of someone cursing the tetragram is not comparable to the punishment for someone who “merely” cursed one of G’d’s attributes. The individual described in our verse will be executed publicly by stoning, and all who heard him commit this crime must participate actively in the execution.
כגר כאזרח, and the type of the penalty applied to the blasphemer in our paragraph was not especially harsh seeing the guilty person had been a convert. Natural born Jew and converts are treated exactly alike in the legislation concerning blasphemy.

ונוקב שם ה' מות יומת, ”anyone who curses the ineffable name of the Lord is to be executed.” The verb used here for G–d is the one used by the prophet Bileam when he said that “it is useless for me to curse anyone who has been blessed by this attribute of the Lord.” (Numbers 23,8)
