And Moses lifted his hand and smote the rock with his staff twice, [for at first it had issued forth only drops, Moses not having been commanded to strike it but to speak to it (They had spoken to a different rock before, which had emitted nothing, whereupon they conjectured that perhaps they should strike it, as before (Exodus 17:6), whereupon the intended rock presented itself to them, and he struck it)], and much water came out, and the congregation drank, and their kine.

Rashi
English
Twice. Because at first, it only produced drops, since the Omnipresent had not commanded to strike it, but “speak to the rock.” They spoke to a different rock, but it did not produce. They said, “perhaps it must be struck, like the first one,” as it is said, “strike the rock.” Then they happened upon that rock and he struck it.
