L’Éternel écouta la voix d’Israël et lui livra les Cananéens; et on les frappa d’anathème, eux et leurs villes, et l’on donna à ce lieu le nom de Horma.

And they journeyed from Ovoth, and they encamped in Iyei Ha'avarim [so called because of those who pass (ovrim) Har Nevo there on the way to the land of Canaan, (Har Nevo separating the land of Moav from the land of the Emori)], in the desert, before Moav toward the rising of the sun [i.e., to the east of Moav].

Rashi
English
In the wasteland passes. I do not know why they were called עִיִּים (“wasteland”). עִי denotes desolation, [like] something swept clean with a broom. Only the עַיִ''ן is the root. It has the same meaning as יָעִים (“scoops”), and as וְיָעָה בָרָד (“hail shall sweep away”).
Passes. This was the passage route for those crossing Mount Nevo into the land of Canaan. It (Mount Nevo) separated the territory of Moav from the land of the Emorites.
Facing Moav, eastward of the sun. East of the land of Moav.

Rashbam
English
בעיי העברים, a description of a very parched land as in Jeremiah 26,18 וירושלים עיים תהיה, Jerusalem will become totally dried out. The word occurs in a similar sense also in Michah 1,6.
