Aliya 4

And the Levite who is in your gate, you shall not forsake him [by not giving him first tithe (ma'aser rishon)], for he does not have a portion and an inheritance with you [(This excludes from the tithe: leket, shikchah, peah (see Leviticus 19) and hefker (ownerless produce); for he has a portion in them just as you do.)]

Ibn Ezra
English
the Levite who resides within your gates denotes any member of the Tribe of Levi. You will be rewarded if you do not forsake them, but rather, if you give them commensurate to what you can afford. The most plausible interpretation is that Scripture is discussing the first tithe. Having just mentioned the second tithe, Scripture now says: Do not think that you fulfill your duty with only the second tithe.
within your gates The first tithe should be given to him who resides within your gates. One should not say, “Since he will always be with me, I shall send this to a different Levite”, or “I have already given to him”.
