And your vineyard you shall not glean [You shall not take the oleiloth (tendrils which have no grapes bunched together or hanging down from the end)]; and the fallen fruit (peret) of your vineyard [single grapes which fall to the ground at the time of reaping] you shall not gather. To the poor man and to the stranger you shall leave them; I am the L-rd your G-d [a Judge, exacting punishment (of those who steal from the poor)].

Ibn Ezra
English
do not glean [Hebrew: t‘olel] your vineyard Do not obliterate the ‘olelot , the young, immature grapes (from the word “child” [Hebrew: ‘olel] [Jeremiah 44:7]), sometimes called the “sucklings”. This is a denominalized verb, as in “root you out of the land of the living” [Psalms 52:7] (meaning, he will destroy the roots), and “branches the bough” [Isaiah 10:33] (meaning, he will destroy the branch).
fallen grapes This term is known from tradition [Pe’a 7:3]. It is related to “pluck the strings of the lute” [Amos 6:5].
for the poor of Israel

Rashbam
English
לא תעולל, meaning something akin to the concept of peyah in cornfields, i.e. the farmer must not harvest the entire vineyard for his own use. The parallel verse appears in Jeremiah 6,9 עולל יעוללו כגפן, “let them glean over and over, as a vine.”
