The land, being bereft of them, will be appeased for its Shabbosos, during the time of its desolation from them and their iniquities will then be appeased (forgiven) since what certainly caused [this] is that they despised My laws and their soul loathed (rejected) My statutes.

And the land will be abandoned of them, and it will requite its Sabbaths in being desolate of them, and they will requite their sins — in retribution and in retribution — [because] they rejected My ordinances and because their souls repelled My statutes.

For the land shall lie forsaken without them, and shall be paid her sabbaths, while she lieth desolate without them; and they shall be paid the punishment of their iniquity; because, even because they rejected Mine ordinances, and their soul abhorred My statutes.

Targum Jonathan
English
But the land shall (first) be relinquished and forsaken you; and enjoy the repose of her remissions all the days that it shall be deserted by you. And they will receive retribution for their sins: curses instead of blessings will come upon them, measure for measure: because they shunned the orders of judgments, and their souls revolted from the covenant of My law.

Ibn Ezra
English
the land will be forsaken without them i.e., I will recall the land, which has made restitution for its Sabbaths, and which was forsaken without them; and I will also recall that they have repaid their sin.
because and because The first corresponds to they have rejected My precepts while the second corresponds to they have loathed My decrees . The bet is extraneous, like the bet of “at first” [Genesis 13:4].

Ramban (Nachmanides)
English
And the Land shall lie forsaken without them. This means that even after the remembring [of the covenant and the Land] it shall lie forsaken without them, hinting that even after the decree of Cyrus [granting the Jews in Babylon permission to return and rebuild the Temple], the Land will still lie forsaken without them and her Sabbatical years, until nineteen years after the Temple was rebuilt; and then they sanctified the city [of Jerusalem] with two thanks-offerings, and the sanctity of the Land was restored,. and they made the covenant, and declared [among other conditions] and that we would forego the Seventh year and the exaction of every debt., Verse 32. I.e., they undertook to keep the Sabbatical laws with respect to cessation of agricultural work and cancellation of debts. All events that happened to them [at the beginning of their return to the Land after the Babylonian exile] are alluded to in this section.
